The relevent bit for your cruise is that it says:

Westbury- 08:52.
This way that you can get the first train which connects into the above station, surrounded by time for the train. (e.g. arriving Bristol at 08:40, when this is the last nouns in time for the 08:53, but can't use any sooner trains)
There isn't any direct Taunton-Westbury trains via Castle Cary, on First Great Western, which can save you travelling via Bristol Temple M, according to Nationalrail. You would thus have to do:

If you have difficulties next goto your local National Rail station and ask at the booking office or you can offer First Great Western a call on 08457 000 125 and after you could ask the customer service advisors youe question. You probabbly would catch a more clear answer by calling them.

Unfortunatley no, you do hold to wait for the restrictions to be lift. Normally for a journey close to that its just after 9am as you are not going to London, but some of the trains may abandon in London cause the restriction.
