I don't know why you think it's the rings. Honda's jump for a long long time and even with leak valves and worn rings will save on running. I mean close to if you have 1-200 thousand miles next maybe.
If you are have trouble getting it started the most likely raison d`¨ētre is bad fuel from sitting. The entire fuel system requests to be cleaned out ,tank, filter and carb(s).
I've had a few Honda's, that after sitting have a problem with the charging system. The first couple of times I disassembled and cleaned the stator and rotor, but then discovered I could get towed bringing up the rear a car, bump start the bike ,and the rotor spinning cleaned its self.
Try flushing the fuel and bump starting the bike back you think just about a tear down.

I get a honda cb 360T that sat for over 8 yrs for 50 bucks, took the carbs rotten cleaned the whole system out including the cistern (had it sandblasted inside and sealed due to rust) and the subsequent weekend got it up beside new points/plugs and running next to no other major repairs. I run that bike for over 8 yrs before I sold it to a buddy and moved out of state for a bright job
