There are heaps things that can lend to what you are describing. I don't want you to be scared away from what may be a heck of a buy and sell, and even more I don't want you to buy something that may not be a sensible purchase for $0.

I hate it when citizens try to sell something that supposedly singular needs a simple/cheap fix. Why don't they fix it and procure more money.
Take the bike to the Suzuki dealer and hold it evaluated just as they would a crashed or unknown problem bike and see if the current owner will split the cost. It shouldn't be over two hours labor to obtain a pretty accurate estimate of what is wrong.
Check to make sure he put the right spark plugs contained by.Also a dirty air filter will do this as will fouled spark plugs.Find which plugs are recommended for the bike and run new ones beside you or have him pocket the plugs out and clean them while you are here.If that doesnt fix things then within is an issue with fuel system or electrical.Make sure the pipes are getting hot evenly when you start it up.If it runs rough adjectives the time it is probably bad plugs. If he just wants 350 bucks for it I would by it anyway.you could segment it out and make more than that well.
