Answers: It depends on what state you are in... In New Jersey You cannot have the title if you are not the owner (the dune keeps it) of the car so registration is irrelevant. In New York you can hold the title but it will list a lienholder (the Bank) in postscript to your name and you would have to enjoy a form from the lienholder declaring your debt to be payed and the car to be solely yours. That route is tricky because if you are not aware of the rules you could mistakenly purchase a car that has a lein on it and you are in a minute responsible for that lein and the bank can repo your car officially
It's the title that matters not the registration. As long as the bank signed sour on the title your free to do whatever you want. It is what the title says that matter. Nothing else.
