Inexpensive sports car insurance for personality driving MUCH smaller number than 2000 miles a year?

My brother is on disability income and has something like $600 a month to live on. He really needs to own a car because he lives within a rural area and near is no public transportation whatsoever.He doesn't have much money for gas, but the insurance is really the hired gun, it's about $150 a month at state plough (and he insures his home with that company also).

does anyone know any biddable options for him to hide away money? Is it legal if he freshly ditches the car and the insurance and drives one of my cars some of the time, or is that fraud? He does not drive to work or academy, only to find groceries/prescriptions etc. The county workers just roll their eyes and sigh and speak transportation is a problem.And they don't help.
