I don't know if the rules are different in SC, but where I am (Pennsylvania), someone damaging your car while it is parked in a lot is covered, whether or not you get their information. Because the car was parked, it is not considered "chargeable" (that is, it doesn't affect your rates). Read over your policy about this or ask your agent. You need not worry about asking your agent questions like this - until you formally submit a claim, nothing you say should affect your rates.
