Yes, as long as they have connections to someone in law enforcement or the DMV. Other than that-no .Unless they already know your name--then they don't need your plate
Next time you meet up with a police, try to get his name and badge number.

You can call up the DMV and give the name and badge and ask for those info (say you are in a hurry).

Anybody who looks up and uses or gives out personal information like that from government files is guilty of privacy laws violation. I am a licenced broker, and if I were to give out information like that to anybody, I would be subject to loss of licence and a fine up to $10,000.
