Can a foreign student below 18 bring back a driver's license?

I'm from Korea, and 16 years old. I own a problem with a ride. In America I can't step anywhere without a coup¨¦.

So I was thinking to attain a driver's license, but I'm not sure if I can. Anyway, I can't this year because of my school. I move about to a boarding school, and to drive is not proper for boarding students.

So my question is that Am I competent to get a driver's license subsequent year.(If I don't board)
