ok i got a atv that be a wreck from a guy as a trade he said he would send the bill of public sale and title in the messages but now he wont even return any of my christen emails ect. i called the police to run the vin to breed sure it wasn't stolen its not. so i have 2 question and asking for advise first what can i do to register it or force the guy to provide me the title or could i sell it to my brother contribute him a bill of sale and hold him register it under his nickname? if anyone has any input or support other than i should own got the bill of Dutch auction when i traded him please let me know
