Buying an Out of state saloon contained by California?

I just bought a 1998 Honda Civic EX from a party who had a Texas license plate on in attendance. We are going to the dealer, so he pay envelope the dealer rotten when i pay him, that contained by turn will allow the dealer to put the saloon in his christen and then he will sign it sour to me.

This person have had a California License plate, which he showed me, but he have been surrounded by Texas for a year and has not changed the plates when he come back.
