Answers: Shame...shame....:) I'm not sure about the law in IL but usually if your pulled over for anything reason & you don't hold your liscense, proof of insurance, etc. all you own to do is show whatever you didn't own on you when you go to court or to take-home pay your fine (speeding) & that ticket (no license/insurance card etc.) is usually dismissed. Of course the documents need to be valid at the time of your pull-over.
I'm sure the decree means if your driving & hold not obtained (been issued) a certification, you'll have to dawdle.
You should contact an attorney to have your ticket reduced to a non-moving contravention. The fine usually doubles but the ticket will not affect you/your parents insurance rates. With your age, you might also need to attend "Traffic School" on a Saturday morning.
This will cost you $$ & if you remuneration for it yourself, maybe you'll focus twice about speeding.
