Anyone know why chains would be limp from underneath a fire-truck?

I was just this minute driving down the road behind a fire-truck and I see a bunch of chains hanging from underneath it. There be about 10-12 i geuss, and they be located by the rear wheels-actually a touch in front of them(underneath the truck)-close to the middle-almost(close). does anyone know what they are for?

Answers:    The chains you asked in the order of are called "on spot chains" they are nouns actuated and once activate they pivot over to the tire. there is a roller that contacts the tire and cause the chain to sling surrounded by front of it tire. the tire then runs over it to increase traction on icy roadways.
