Old boat trailer no Vin number?

I know it's an old trailer and I'm trying to seize a tag for it but DMV keep telling me that near is a number on the neck. It's made buy the Fulton Co Milwakee. but simply 3 numbers it shows, is it possible that it's so old it one and only has 3 # it also have
O-BETH-CO-WELD USA. on the neck of it.

The "homebuilt" route is a possibility.
Being "old" a 3 digit sn.should not be a problem unless it is just a model #.
If it have no plates , check w/ your local DMV & see if it is possible to get impermanent tags surrounded by order to transport it to enjoy it weighed & inspected.
If it have never been registered contained by your name , proof of ownership is required.
Surge brakes, safekeeping chains, brake lights are the usual items.
Also check w/ an auto wrecker or used boat dealer, they may be capable of help w/ a title , for a duty (think its legal) .
