Answers:    In the US, the owner of the marina is in charge of it, whether it's a privately owned or a municipal harbor.

The Coast Guard still have jurisdiction, though, if it's on the ocean or great lake. Inland waterways would more feasible come under the jurisdiction of the local sheriff's or state police sailing patrol.
