Are here any WWII submarines moved out that are fully seaworthy to be precise competent to dive and surface?




Answers:    Try contacting the Naval Historical Center. I have be on some subs that were docked and are very soon floating museums, but I don't know if they are sea worthy.
I don't know of any not here. Here's a link to one that's be restored to original condition. I.E. no change have be made to accommodate visitors. It's not fully running however.

Probably. A lot of times when our Navy decommissions vessels they are sold to other countries (gutted of adjectives classified things of course) that can't afford or don't have the capability to build their own vessels.
