Answers: You should be OK next to a pontoon boat up there (I use to live on the Mon). However, in attendance are a few times you'll want to be careful beside a pontoon:
- The first 24-36 hours after some heavy precipitation. It's not uncomon for the Corps to open up the spillways to accomodate the precipitation. This leads to faster flowing rivers & added jetsam.
- Stay clear of the 'no boat' areas near the lock & dam. Pontoon boats typically don't have much surrounded by the way of top speed. As you win closer to the spillway, the water velocity increases (on the upper side) and can in the blink of an eye overcome the max speed. On the lower side, you can also get caught by the turbulence and grasp pulled into the spillway.
Neither of the above warnings are intended to be alarmist -- just respect the waterway and warnings, and you should be fine. I significantly recommend taking a USCG Auxiliary boating safety course. There are plenty contained by the Pittsburgh area that can spread you in to the specific areas of concern/caution. It's be too long since I went boating up that channel.

Pontoons are good for rivers and lake. The thing that you requirement to be careful is not to catch on a shallow or extremely swift river. I can't remember what the 2 rivers that join within Pittsburg are like but I deduce they are ok.
When it comes to lakes they are great not incredibly good for the Great Lakes because of their spacious size and storms. I have used one on the Inland waterway along the ocean but never find out into the ocean itself.
The help of pontoon boat is the usable floor space and not having that tipping attitude when you walk around. Good luck, you will love it.

Pontoons are not correct in choppy marine, or water that have big swells, or fast moving currents. I own my boat in a brackish water river that open up into a bay, and I know of a few pontoons that use this nouns on calm days.
