Answers: Things on the Touring edition not on the standard one:
- Tuned suspension (probably a stiffer ride).
- 16" wheels (the standard one have 15" wheels)
- High-Intensity Discharge headlamps (standard edition has the regular halogens).
The rest of the stuff on the Touring is matching as the very-top-of-the-line configuration in the standard edition (package #6).

So, the HID headlamps and foglamps are standard on the Touring edition (they're contained by some option packages otherwise). The Touring Edition have the 16" wheels (same helm size as Europe) instead of the basic US 15" wheel. The US Touring edition has a larger flipside spoiler than the base US Prius. And there's some supposed "tuned suspension" to be exact supposedly more like the European cousin, but I haven't read the 2007 New Car Features brochure yet to speak what is different about the suspension.
The US Touring Edition have the 16" wheels (instead of the usual 15" found on the US NHW20 Prius), a "sportier" suspension, and a slightly larger reverse spoiler. For those that like the looks/feel of the UK/European Prius, but near LHD and added emissions equipment and short the 4 wheel disc brakes.
The Touring Edition also have some limitations in interior/exterior color choices and a smaller amount option packages.

Base MSRP is complex on the Touring edition as well, but it have a few more features as "standard" that are just open on the base Prius. (For the 2008 model year, that's the HID headlamps vs. regular halogen, cruise control, heated outside mirrors, dual seatback pockets, and the tonneau cover.)

There should be adequate available on dealer lots presently that you should be able to be in motion out and try/test drive a regular vs. touring edition one, and see which you like better. Then it is in recent times up to you to find one available that you like...
