Answers: all computer controlled vehicle run richer in colder weather also. even on a diesel in need oxygen sensors, it still has coolant temp and ambient temp sensors that fatten it up. plus if you decline you are burning fuel and not moving, and you overhead console reading will drop way down.
Change your fuel filter and nouns filter.
