Answers:    It sounds approaching you arent getting vacuum to the transmission, for it to know when to shift.

First, breed sure you have flawless vacuum lines to the vacuum modulator on the transmission. If the rubber vacuum portion of the lines are cracked, replace them. Check top-side (engine) and bottom side (Trans). If in attendance are any kinks surrounded by the metal line, replace it.

If the vacuum lines are obedient, you can buy an aftermarket adjustable vacuum modulator for the transmission and adjust where on earth the shift points are for the transmission. There are reasonably a few companies that make these for a TH350. Summitt Racing would be a well-mannered place to look for a variety of them.
With a untried torque converter, that tells me the nouns was out of the saloon recently. Double check to see that the shifter linkage be installed correctly. The Turbo-Hydramatic 350 was GM's premier automatic for years. Check you vacuum modulator and the vacuum dash going up to the intake manifold. If the flash is disconnected or leaking, it won't shift properly and if the diaphragm within the vacuum modulator is ruptured (indicated by transmission fluid within the vacuum line) the transmission will not shift at adjectives.
