I have a 2001 explorer and one time my gas cap be not secure and it cause the light to come on possibly that is it.
IF I remember, this be the weirdo year for the explorer.. it had the 1995-2001 body, have the newer plug in beneath the dash for OBDII but in reality uses the OBDI plug under the hood on the drivers side to diagnose as the vehicle be one of the last of the EEC IVs
Horn and crusie out of use is probably something to do with the clock spring surrounded by the steerign column.. the air shoulder bag light will flash for that (the man next to the pillow)
On old EEC IV systems, the buoyant only come on when the problem was right near... it could be an O2 sensor, but more than likely it will requirement to be diagnosed by a shop for a definite answer as when something go out of range, it turns the hurricane lantern on (on newer cars it turns it on and stays on)
So sorry for no hard answers.. but short codes, it's hard to diagnose lacking guessing (like EGR DPFE sensor for example which sometimes will cause the lighting to come on like this)
and SVO, EEC IV explorers have two o2 sensors.. depending upon setup if I remember, the EEC V 1996 and later own 3 or 4 o2 sensors depending upon emissions and exhaust configurations
You obligation to get the codes for the check engine pallid before you can determine what is needed. As for the horn and cruise control. I know it nouns wrong, but Ford grounds the horn on some models through the cruise control servo. Replace the servo and you may also fix the horn problem.
