Answers:
first guess is blown fuse.
second guess is vacuum splash leaking or sour (coming off the vacuum pump since a diesel doesn't operate bad vacuum, has to hold a separate pump)...
been running these Dodge next to CTD since '91 and never had any problems near the cruise control...
