Answers: The Jackhammer is in a class of it's own.
You can't simply put the two speakers side by side and say-so one is better than the other.
If you were to compare systems beside all other factor equal then the JL 13W7 would be better.
The Jackhammer would obviosuly produce more displacement but the 13W7 should nouns better.
Of course the price difference of the systems would be huge!
If you were to run respectively sub to their RMS wattage:
Jackhammer - 6000watts
JL13W7 - 1000watts
You would have to invest so much more to achieve the max potential out of the Jackhammer.

Optima Battery: $200
Big 3 Upgrade: $400
Install to include box: $500
So $2,400 vs $13,500....
No my numbers are not 100% accurate. I'm only just trying to give you a nonspecific idea.
Now if you be to spend $13,500 on JL equipment you could get 6 JL 13W7's and 6 JL 1000/1 amps along next to all of the bells and whistle and you would totally dominate a Jackhammer for a comparible price... Probably still have money moved out over from you $13,500 budget.
The Jackhammer is a Novetly item mainly for show and for those who consistency excess is necessary.
I own not heard the Jackhammer contained by person so I cannot hand over an accurate opinion on how it sounds. I platform my opinions on ancient experiences when comparing larger woofers to smaller ones.
