Answers:    Small turbo prop airplanes own floats as an option. The plane is vitally the same. Find any flight institution that uses Cessna 150s or 152s for training. After 3 successful tarmac landing you should ask for float landing training.
none that I know of in the Philippines but I know of heaps around Seattle Washington
