no
Minimum cloud base for your transport off would depend on the following:-

1) Your Instrument Rating (Category)
2) The type of instruments within the Cessna/Piper

Minimum cloud height will be dictated by your IFR rating.
A thousand and three unless you're outside of controlled airspace. That's a thousand foot ceiling on the cloud underside and three miles visibility. Lower than that in controlled airspace you necessitate a special VFR or an IFR clearance.
Depends on the instrument fit of the aircraft and the airfield and what ratings you have.
There are several different rules depending on what type of airspace you are flying contained by, but generally if you are flying beneath VFR (Visual Flight Rules), you must remain at least 500 foot below the clouds. Since you must also remain no less than 500 to 1000 foot above the ground (except for take-off and landing), then you will entail at least 1500 foot of clear airspace below the cloud base within order to fly your Cessna or Piper contained by VFR conditions.
which license do you have, customarily if it is under 2000ft, after you are grounded!
as a student pilot, surface visibility at least 3 statute miles during daytime or 5 statute miles at night; and a ceiling of 3000' agl
As a private or above, depending on what airspace you are contained by.
If you were, you would know the answer already.
Therefore, the above would apply to you.
