During peacetime craft and crew should be maintained and trained so that when called upon they are ready for the job. They should be constantly ready for an emergency, and reliable. The Air Force can also be used in humanitarium efforts which, most recently, involved aid for Tsunami victims.
National security: Protecting our borders.

Seriously, do they need a purpose? I mean, they are here during peacetime waiting to defend our country at a moment's notice. I see that as their general purpose.

Also, they deliver care packages to places in the world who are in need, and also during holidays, they do many charitable actions in our own country.
