but the simplest solution i can think of is to acquire more ATC personnel

Or have a computer do the livelihood instead... Computers don't care, and that`s why can't feel stress.
Come to cogitate of it why can't the computer drive the plane on it's own too. From what I understand it does most of the flying anyway on commercial airliners.
