If the scratches aren't too deep they may competent to be buffed out. Anywhere the paint is peeling though wont be able to be fixed so simply. Bumper sculpture costs depend on the rates in your area, only just call a few places and they should be able to afford you a basic estimation. Even if they buff it out, a few car wash and it comes back, unless it's really surface scratched and very buoyant.
Best bet is to have the area re-painted. What you want for them to do is NOT sand it down to exposed metal. You want it roughed up slightly, sprayed and edged into the existing paint, then the entire panel clear coated.
Don't move about to a cheap body shop for this, they'll mess it up and you will be able to see the different colours.
You pry can't buff it out by the way it sounds if the paint is actualy blistering away. As far as cost of getting it repainted jst shop around everywhere is different. It all depends on whether they paint it on the car or hold to remove it and other deciding factors. near is rubbing compound it is white not brown its to rough use the white and follow the directions on the can ok this should take care of it after that use a really appropriate wax such as zymol not the liquid but the paste near on line and its all raw also use the dark color of your paint not the light color wax thats for lighter color paint this is the best wax on the marketplace that i have found and of course in that is mothers,meguires etc i just dont think in that in the same orb park as zymol;.www.zymol.com good luck
sorry about your saloon,someone did the same to my truck.I tried a few things.the touch up paint sucked and rubbing compound will leave swirls.if you in recent times need to get in that paint off of yours, get some honest cleaner wax paste and a terry cloth.otherwise I paid 200 to paint my bumper and I have to remove it myself.good luck.
