Answers: Could be a clogged catalytic converter. At low revs, the exhaust volume isn't as great, but as your revs budge up so does the exhaust volume, so if the cat is restricted it will take it's toll.
The official way to unclog it is to replace it. However, you can find cat bypass "test" pipes to exterminate it, but again, that's illegal.
