Why will my radiator thieve single just about 1 litre or so of coolant?

The shop that worked on my clutch said they would change the radiator coolant for me - individual drained a bit out, just thought it be low. When they went to donate more in, it would just take only over a liter.
What is going on and how is it fixed?

Answers:    YOU HAVE TO WARM UP THE ENGINE SO THE THERMOSTAT OPENS UP SO YOU CAN FILL THE ENGINE BLOCK AND HEAD(S) . IF YOU DON'T THE NEXT TIME YOU DRIVE IT ,IT WILL OVER HEAT AND MAYBE BURN UP , BLOW A HEAD GASKET , CRACK A HEAD OR BLOCK , OR ALL OF THE ABOVE . HEAT IT UP UNTIL YOU SEE THE COOLANT MOVING IN THE RADIATOR AND ADD MORE UNTIL IT'S FULL AND MOVING ------THIS MIGHT TAKE SEVERAL TIMES.
perhaps it's clogged?
