Answers: Sounds more like the seal, or sealing member, of the jack that you turn to lock it out so you can jack up the car and next turn to release the jack to lower the car, are worn out, tatty, or the sealing seat/surface is pitted/damaged. Maybe it isn't turning adjectives the way contained by from some damaged threads or something contained by the way.
There should also be some springs for the check ball that may have broken or are too unsubstantiated to hold properly. Anything that is a rubber/neoprene stamp may have a tear/crack that you can't see, but below pressure may become evident as when you try to use the jack. Maybe replacing them adjectives would be the best solution if you can't see it, or getting a new jack.

sounds simple but may not be.. check the lowering works of course but if thats not it engineer sure there is not a overflow anywhere.. sounds like a small overflow so it might be hard to find
Are the check ball rusty?If they are shiny and clean after the seat for the check globe needs to be recut.Find a Dremel globe type stone the appropriate size and lightly touch the form to give it a fresh seal surface.Remember it needs to be extremely smooth.
