Answers:    Replacement would be the smartest approach subject to the car's authentic value - costs would be subject to how it's done. DIY lead to a risk of a non-genuine 'look' and fit.
Auto trimmers might charge any price - you need a quote.

However, if it's still surrounded by good charge and just losing colour (i.e. not so sun-affected that it is set to crumble off the vehicle) you might apply colour treatment. I'd look at oil-based shoe dyes (suede) or even tyre-blacking as long as no 'sheen' be left down. Test anything you use, on a piece of similar fabric (tent tarpaulin??) - Anyway, I guess if it doesn't please the eye, you can 'fall back' to an auto trimmer restoration position. In Australia I'd expect to pay something like $200 - in $US conceivably that means more or less $150 - but as I said, it's an open souk.

PS - Avoid water-based colourants;
PPS - Dye or other colourant needs to flood thru textile but not leave a 'solid' picture or surface - needs to give notice correct 'look' without sheen - be sure to examination a few approaches. Dab on like suede shoe method, not paint or spray or flood-coat.
is it vinyl? if so you can probably paint it but it really depends on what type of fabric it is. find out and ask again
