Answers:    Starter drive is worn out, or the contact plunger spring is broken just replace the starter. You hold a gear reduction starter and this happen when they start wearing out. Starter cost around 90.00
If the starter is rebuilt they may own used the wrong plunger,I would try and see if they would give you a replacement. permit me know please
