"Brake Lights on" won't be in motion stale and they refuse permission for to dispense me an emission oral exam because of it. 2000 Explorer

Pretty much what it says - I took my Explorer contained by to get an emission test. I wait in column for about 45 minutes. When I finally achieve up to the front of the line they share me that they can't give me an emission test because the "Brake Lights on" muted won't go bad (liability reasons). The brake lights are not on, though, so I don't know why it's saying that. Not sure what I want to do. Is this something I can diagnose on my own or should I take it to a shop?

Answers:    possibly bad stop restrained switch or just out of adjustment, should be close by top of brake pedel
You might be low on brake fluid. Make sure its not low and if it is, just top up it. The light will move about off.
